"Considerations of Selecting an Asbestos Abatement Contractor"

Recently we were contacted by a client to provide a proposal to remove asbestos floor tile and mastic from the kitchen and living room in their home located in the outlining Chicago suburbs. The client was concerned having a short window of time (one week) to have the project completed but also very concerned about the potential for exposure to their children since they were planning on staying at home during the process.
We explained procedures in person and provided a detailed proposal outlining the process that the project would require no more than, but at least, two days to be properly completed. One day was necessary to install containment/complete the abatement process and an additional day was required for an independent company to inspect the project, perform air clearance analysis, and report the results. Provided that the air sampling was found acceptable, on the second day, Inland would remove all decontaminated equipment and containment for completing the project.
We followed up with the Client the following day after the weekend, who indicated that they decided to contract with a company which completed all of the work in 4 hours (1/2 day) over the weekend and that their pricing was slightly less than our proposal but indicated that the work had been completed in accordance with all regulations (as indicated by their contract). Curiously, we asked the Client if the contractor had installed containments within the work area and if air clearance analysis was performed (which, requires a minimum of 2 hours to collect samples). The Client revealed that the Contractor did not install the correct containment for residential work but only put up some plastic over the door and vents which was less then the minimum requirements. Then the Contractor indicated that air clearance was not necessary however; the Contractor did end up coming back sometime that week to remove pieces of floor tile her husband identified within the air supply registers and other areas where the abatement was completed.
